You have to give them a reason why they want peace with you. Why should they make peace, because they can easily raid your villages? If there are no friendly fortresses where you can wait, then go to Sarranid territory, go as far out into the desert as you can and camp there. Some of the factions will offer you peace treaties eventually but it could take weeks.
